Are you thinking about buying an electric bicycle or e-bike for yourself or a loved one? Be sure to understand the capabilities of that electric bicycle before buying, so that you are in compliance with Idaho laws and local regulations regarding its use and registration requirements.
Electric bicycles are defined in Idaho Code 49-106(1). An e-bike is a bicycle equipped with (i) fully operable pedals, (ii) an electric motor 750 watts or less, and (iii) with a top speed of 20 or 28 miles per hour. Under Idaho law, there are 3 classes of e-bikes:
- Class 1: the electric motor only runs when the rider is pedaling, and stops when the bicycle reaches 20mph
- Class 2: the electric motor runs without the need for pedaling, but stops running after the bicycle reaches 20mph
- Class 3: the electric motor only runs when the rider is pedaling, and stops when the bicycle reaches 28mph
Electric bicycles falling under those three classes are exempt from driver’s license, insurance and registration requirements.
In Boise, class 1 and class 2 e-bikes are treated similar to regular bicycles, and are allowed on sidewalks and the Boise greenbelt. Class 3 e-bikes are treated like motorcycles and are not allowed in bike lanes, sidewalks, or the greenbelt.
